The Level 3 HR Support apprenticeship develops confident HR professionals who provide frontline advice, guidance and administrative support across the full employee lifecycle — from recruitment through onboarding, performance, well-being, employee relations, benefits, and retirement.

Apprentices learn how to manage day-to-day HR queries, maintain accurate records, support HR processes, apply legislation, and provide compliant advice that protects the organisation from legal and employment risks. HR Support roles exist across organisations of every size and sector, making this a flexible, highly employable qualification.

This programme builds the essential skills required for progressing into HR Advisor, HR Officer or HR Partner roles.

End-Point Assessment (EPA)

Gateway Requirements:

  • English & Maths achieved to required levels
  • Completed portfolio of evidence
  • Employer confirmation of readiness

EPA Components:

  • Apprentice completes a written HR project proposal
  • Demonstrates application of HR knowledge and problem solving
    1. Professional Discussion Underpinned by Portfolio
  • 60-minute structured discussion
  • Portfolio used to support answers

Funding Information (Standardised ESTAR Format)

Funding Band

This apprenticeship is funded up to the maximum band set by the Department for Education: £4,500.

Funding Information

  • Levy-paying employers:Can fund 100% of the cost via the levy.
  • Non-levy employers:Contribute 5%, with the government funding the remaining 95%.
  • Small employers (<50 employees):If the apprentice is 16–21, government covers 100% of training costs.
  • Additional supportmay be available for apprentices with learning difficulties or care-leaver status.
  • No hidden costs.

Delivery Model (ESTAR Approach)

  • Blended delivery: online sessions, workshops, HR scenarios and workplace tasks
  • Monthly coaching sessions with an experienced HR specialist
  • Portfolio of evidence built across the full HR lifecycle
  • Real-world HR case studies, templates and resources
  • Regular tripartite reviews with employer involvement
  • Tailored workplace projects such as policy reviews, onboarding improvements or HR data analysis
  • Full EPA preparation including mock discussions and presentation support
